Urban Plus is owned by Hutt City Council and was established in July 2007. Urban Plus operates as a
Council Controlled Organisation (CCO) under the Local Government Act 2002.
Urban Plus is a multi-faceted property management and development company, pre-dominantly focussed towards social and public housing outcomes along the housing continuum. Urban Plus owns and manages a rental housing portfolio of approximately 200 units within various areas of Lower Hutt, aimed at providing housing for the low income elderly; whereby it charges below-market rents.
Urban Plus procures and develops land / property with multiple outcomes in mind, such as:
• Developing and releasing discounted housing for the first home buyer and owner-occupier target markets,
• Working with our partners to develop and supply new Community Housing
• Growing its own housing stock to provide more options in the long term rental space.
Urban Plus looks to align with providers who deliver progressive home ownership and long term rental outcomes. In terms of partnering with Community Housing providers such as Hutt City Council, Dwell, Kahungunu Whanau Services,
Te Kahui Rangitahi o Te Atiawa. Urban Plus actively participates in the market to procure land for development with the intention to grow in all aspects of it's operations in up and coming years.

BOARD OF DIRECTORS
CAMERON MADGWICK
Chair Cameron is the Chief Executive of Gibson Sheat, a leading Hutt City law firm. He is also a director of entities in both the commercial and not-for-profit sectors. One of those roles has involved meeting the long-term housing and community space needs of those with different abilities. Through this work he has learnt the immense benefit people gain from having a place to call their home. It is this Kaupapa that drives Cameron in this role. He is a strong advocate for the provision of “homes” to people less well served by the typical housing providers. 
PHILLIP JACQUES
Independent Director Phillip is an experienced Chief Financial Officer previously holding senior leadership roles at EQC, Inland Revenue, WorkSafe, and Te Pūkenga - NZIST. He is currently the Independent Member of the Audit and Risk Committee for the Medical Council of NZ, and a non-executive director of Te Ātiawa Holdings Co Ltd. |
CR TONY STALLINGER
Hutt City Councillor Tony chairs Council’s Policy & Performance Committee and serves on the boards of three Hutt-based charities. He is an experienced chief executive and chief financial officer with a background in local government, banking, and professional services. He provides strategic and financial consulting services and is an associate of TDB Advisory Limited. 
CHRISTIAN CASBOLT
Independent Director Christian Casbolt is an experienced business leader with a background in executive management, finance, commercial operations and organisational leadership. He recently retired as CEO of Oxygen after a long career in senior management. Christian brings a practical, commercially focused approach to governance, with experience in strategic planning, financial management, risk, stakeholder relationships and organisational performance. His appointment to the Urban Plus Board builds on his extensive executive experience and provides an opportunity to contribute that experience at a governance level. |
ANGELIQUE JACKSON
Independent Director Angelique has over 30-years’ experience in strategic leadership across the private, public, and non-profit sectors. As the former Chief Executive of Te Toi Mahana, she led the successful transition of housing from Wellington City Council and achieved a NZ Best Places to Work award in the first year of operations. She also serves as a Trustee on the board of Te Hopai Trust, a leading provider in aged care |
